Long Term Control Plan

The BSA is required to complete a Long Term Control Plan (LTCP) that will provide for compliance with the requirements of the Clean Water Act, including attainment of current or revised water quality standards, in accordance with the United States Environmental Protection Agency’s (USEPA’s) national CSO Control Policy of 1994.

The BSA LTCP has been in development since 2000 under three different phases.  Phase 1 consisted of mapping, monitoring and modeling its collection system and concluded with submittal of the 2004 LTCP to the NYSDEC.  Phases 2 (additional evaluations) and 3 (alternatives and updating the 2004 LTCP) resulted from the NYSDEC and USEPA requesting additional evaluations be performed to evaluate system-wide alternatives and update to the 2004 LTCP document.
